Een klein woestijnstadje wordt geterroriseerd door een bende straatracers, onder aanvoering van de psychopathische Packard (Nick Cassavetes). Niemand doet er iets aan, omdat iedereen bang voor hen is, behalve Jake (Charlie Sheen), die pas in het stadje is komen wonen. Op een dag verschijnt er een geheimzinnige zwarte auto. De mysterieuze bestuurder daagt de bendeleden uit tot straatraces, die telkens eindigen in een dodelijk ongeluk. Zowel de racers als de politie kunnen de geheimzinnige auto of de bestuurder niet te pakken krijgen, omdat de auto telkens in het niets lijkt te verdwijnen. Men gaat onderzoeken wie de bestuurder is en waarom hij het op de straatracers heeft gemunt.
